How public bodies could participate without surrendering their responsibilities

How public bodies could participate without surrendering their responsibilities

A city, regional district, First Nation, province, university or other public institution has its own mandate, privacy obligations and procurement rules. Participation in technical review or a research challenge does not require endorsement of BTG's financial platform. A public agency could, for example, publish an impartial problem statement about safe equipment monitoring, require open and fair participation where applicable, commission qualified independent testing, or consult relevant experts about privacy and evidence standards.

Access to records and data must follow the public body's governing law and institutional policies. The fact that a local technology company can make useful use of information does not automatically mean the public body may give it confidential records or exclusive commercial rights. Public funding and purchasing decisions must serve documented public purposes under normal processes.

Where a private-sector founder has a family, financial or other personal relationship with a public office-holder, engagement requires particularly clear separation between the public interest and private business negotiations. Relevant interests should be disclosed, conflicts assessed under applicable law, and any required recusals or impartial decision-making processes observed. Personal acquaintance with a mayor, director, councillor, MLA, MP, minister or other official does not confer official approval or exemption from procurement or securities rules.

This protects both the public and the credibility of BTG. A scientific result is more convincing when outsiders can reproduce it; likewise, a public partnership is more convincing when the institution has made its own independent decision under a fair and documented process.
